The Regional Infrastructure Fund (RIF) is a $1.2 billion fund that is part of the Government’s plan to help regional New Zealand build stronger economies, create more jobs, and help communities thrive.
The Regional Infrastructure Fund is managed by Kānoa, the regional economic development and investment unit of the Ministry of Business, Innovation and Employment.
Kāpiti is one of two eligible regions in the Greater Wellington area for the fund and the Economic Development Kotahitanga Board (EDKB), in coordination with Kapiti Coast District Council are seeking proposals which align with the fund eligibility criteria and Kāpiti priorities below.

Fund Criteria
The Regional Infrastructure Fund is a capital fund and will primarily provide support through loans and equity investments, with minimal funding through grants. Co-investment is a required element of the fund.
The initial focus areas for the Regional Infrastructure Fund are flood resilience and Māori economic development, with two main project categories:

enabling infrastructure that supports growth by ensuring regions are well-connected and productive

resilience infrastructure including flood and weather event protection, water supply resilience, energy security, water security, food security, or ensuring the resilience of infrastructure.

Kāpiti Growth Summit 2025
Ministers are intending to hold a Kāpiti Growth Summit on Friday 14 March 2025. This date is subject to change.
The Kāpiti Growth Summit will be an opportunity to engage directly with Ministers to share the:
- Kāpiti Growth Story,
- highlight the district’s successes, challenges, and future opportunities.
- showcase local opportunities poised to benefit from funding.
- Position Kāpiti for investment, both now and in the future.
The venue and timing of this event will be confirmed in early 2025.
