Economic Development Kotahitanga Board

The Economic Development Kotahitanga Board is responsible for leading economic activity in the Kāpiti Coast district.

The Board's primary role is to provide governance and a unified strategic direction for economic growth and resiliency. This involves working closely with Kāpiti Coast District Council, iwi, key partners, stakeholders, and the wider community to ensure the successful implementation and delivery of the Kāpiti Coast Economic Development Strategy (2024-2027).

The Board is committed to fostering trust and building momentum with these groups, so that together, they can work towards a thriving economic future for the district.

Board Chair

Neil has extensive governance and executive management experience in NZ, UK, Hong Kong and Australia in a wide variety of sectors including infrastructure, financial services, manufacturing, transport and the public service.

He is currently director of companies in the three waters sector, commercialising innovative packaged wastewater technology in NZ and overseas and providing water security through advanced monitoring management.

Neil has considerable experience in the energy sector and was a director and Chair of Electra. He is now a trustee of the Electra Trust.

He was the inaugural CE of Industry NZ a crown entity responsible for industry and regional development. It was acknowledged by the OECD as having economic programmes and strategies that were at the forefront of best practice internationally.

Neil is the appointed chair of the EDKB and has been since its formation in 2020.

Kim Tahiwi

Board Member

Kim Tahiwi (Muaūpoko, Ngāti Raukawa, Te Ātiawa, Ngāti Toa) a qualified accountant and has a background in housing development and economic development. Kim represents Ngā Hapu o Ōtaki on various council committees. She has been a member of the EDKB since its inception and was recently appointed chairperson of TWOK and is the TWOK appointed representative to the independent housing trust.  Kim represents Ngā Hapu in the housing and infrastructure space among other things, working with Waka Kotahi on PP20 and now O2NL.  Kim works alongside Denise Hapeta, NHoO chairperson and Kirsten Hapeta NHoO TWOK representative and other hapu representatives in the operations of Ngā Hapu.  She volunteers her time in the community and supports local Kura with coaching and Kapa haka.

Scott Houston is a highly experienced entrepreneur who was CTO for “The Lord of the Rings” trilogy in New Zealand. He founded the New Zealand Supercomputer Center and a cloud orchestration company called GreenButton and led its acquisition by Microsoft in 2014. He was a finalist in the EY Entrepreneur of the year awards and named an “Innovation Hero” by the Innovation Council. In addition to the EDKB, Scott is a board member of organisations such as ArcanumAI, Electra and Fingermark, as well as a beachheads advisor at NZTE, and works with companies seeking to harness the power of AI. He is also a published author, releasing an AI novel called ADA.

Hillmaré Schulze is a seasoned economist with extensive governance experience in economic development. As the Director and Chief Economist at BERL, she has led numerous initiatives to drive regional economic growth and sustainability. Hillmaré has a proven track record of providing strategic insights and leadership in various sectors, including public policy, research, and consultancy. She has in-depth understanding and experience of the Māori economy and is a trusted advisor to iwi and many Māori entities. Her expertise and commitment to economic development make her a key figure in shaping New Zealand's economic landscape.

Russell Spratt (Ātiawa ki Whakarongotai, Ngāti Toa Rangatira, Ngāti Raukawa ki te Tonga) has extensive governance experience. He has served as an iwi representative on two Kāpiti Coast District Council Standing Orders Committees and is committed to governance roles with Te Atiawa ki Whakarongotai chairing the Asset Holding Company, various Māori Asset Trusts, Zealandia – Te Māra a Tāne (Karori Sanctuary Trust), and most recently having a ministerial appointment as member of the nominating committee for He Pou a Rangi - Climate Change Commission. He was previously chair of the Regional Trails Community & Industry Engagement Forum for WellingtonNZ and Te Ara A Māui (the Regional Māori Tourism Society).  Russell has held various general management and commercial roles, beginning his career as a teacher. Russell holds a MBA, Dip Tch, and MInstD.

Waipuna Grace (Ngāti Toa, Ngāti Raukawa and Te Ātiawa) has a strong background supporting Māori, serving as Business Services and Community Manager / Kaiwhakahaere Ratonga Pakihi at Te Āhuru Mōwai which provide homes for whānau. She joined the EDKB in 2023.

Ex-Officio Board Member

Liz Koh has strong leadership and governance experience and is a councillor at the Kāpiti Coast District Council. Additionally, she established KEDA (Kapiti Economic Development Association) and is a former Chair of the Kāpiti Coast Chamber of Commerce. Liz is a passionate supporter of the Creative and Wellbeing sectors and is a trustee for the Creative Kāpiti Charitable Trust and board member for Toi MAHARA. She has previously held several other governance positions in the charitable sector.

In addition to her public service, Liz is a Certified Financial Planner, retired Chartered Accountant and retired Chartered Member of the Institute of Directors. Having sold her financial planning business, she has now established a new business using her expertise to help people plan their retirement. Liz is also a published author and continues to write and speak on financial matters. Liz has a background in general management having worked for large companies including Development Finance Corporation, Ernst and Young, Databank and ESR. She holds a Masters in Economics, a degree in Accountancy and diploma in Personal Financial Planning.

Kāpiti Coast Tourism Advisory Board

To lead the implementation of tourism projects highlighted in the district’s Destination Management Plan, the independent Economic Development Kotahitanga Board established the Kāpiti Coast Tourism Advisory Board.

The Tourism Advisory Board comprises tourism professionals, operators and business leaders, and will work with key partners, including the Kāpiti Coast District Council, iwi and WellingtonNZ, to ensure effective implementation.

The Tourism Advisory Board creates important partnerships with tourism stakeholders and works closely with Kāpiti businesses to ensure their inclusion in the implementation of this plan.

Board Chair

George Hickton is the Chair of the Kāpiti Coast Tourism Advisory Board. With a broad career in tourism and business, he is also the chair of Hawke's Bay Tourism and Weta Workshop, and serves as a Director at Kapiti Island Nature Tours and Te Puia in Rotorua. He spent ten years as CEO of Tourism New Zealand, where he launched the '100% Pure' campaign.

Previously, he established New Zealand Employment and Income Support Services (WINZ) and held senior roles in the motor industry, including Sales and Marketing Director for Honda NZ. He is a recipient of the Sir Jack Newman Award and was inducted into the New Zealand Marketing Hall of Fame.

John Barrett is the managing director and founder of Kapiti Island Nature Tours, an award-winning eco-tourism business established in 1999 with his sister, Amo. The company has garnered accolades such as the He Toa Takitini Māori Tourism Award and the Marsh Tourism Industry Champion Award, highlighting its commitment to sustainable tourism and conservation.  

John has extensive leadership and governance experience including as a founding member of the Leadership Council of the World Indigenous Tourism Alliance (WINTA), and as a former Director of Tourism NZ. John also served as Chair of the NZ Māori Tourism Council. In addition to the KCTAB, John chairs Raukawa Whānau Ora Ltd and is a member of Ati Awa ki Whakarongotai’s Taiao Komiti.

Pat Stuart is the Chair of Ngā Manu which is a snapshot of the richness of the natural world spread over 15 hectares within Waikanae. It encompasses a valuable and rare fragment of original lowland swamp forest with the remaining area being restored habitat providing haven for native species. The reserve is a year-round visitor experience with the mission of providing  a safe, accessible and welcoming place where people can connect with nature.

Pat was previously Chief Executive of Experience Wellington (Wellington Museums Trust)and before that, part of the team that developed and opened the Museum of New Zealand Te Papa Tongarewa (Te Papa).

Board Member

Libby Hakaraia is a renowned filmmaker, producer, and director of Ngāti Kapu and Ngāti Raukawa descent. She founded the Māoriland Film Festival in 2014, now the largest Indigenous film festival in the Southern Hemisphere. She also developed the Māoriland Hub, a multi-purpose arts space in Ōtaki. Libby has directed over 20 documentaries and produced the feature film "Cousins," with her work receiving international acclaim. 

Recognised for her services to Māori media, Libby was made a Member of the New Zealand Order of Merit in 2022 and awarded the 2024 Merata Mita Fellowship by the Sundance Institute. She is committed to empowering young Indigenous filmmakers through initiatives at the Māoriland Charitable Trust, fostering new talent and advancing Māori storytelling.

Chris Barber is the owner of The Bond Store, a family distillery renowned for its premium products. Before establishing The Bond Store, Chris held various leadership roles including being the National Sales and Business Development Manager at Securely, where he led the business to a remarkable 1500% growth.  

Chris also founded The Kāpiti Company, which played a pivotal role in promoting the natural wonders of the Kāpiti Coast along with several other companies. In addition to the KCTAB, Chris is also a board member for Business Kāpiti Horowhenua Inc. (BKH), and has been a long-service member of the Institute of Directors. He plays a proactive role in the community and is committed to fostering economic growth and enhancing the profile of the Kāpiti district. Chris holds a MBA from Massey, undertaking a thesis on business attraction.

Economic Development Strategy and implementation Plan

The Kāpiti Coast District Economic Development Strategy and implementation Plan was refreshed in 2023. It's like our local economy's very own blueprint, showing us the way to a bustling and vibrant community. This strategy brings everyone together to make sure we're all on board for boosting economic development across the Kāpiti Coast District. 

Workforce Plan

Our Workforce Plan is the guide for cultivating a strong and competitive team to fuel our local economy. It's about strategising how we can attract, develop, and retain the talent we need to stay ahead of the game. By digging into our current and future workforce needs, we're able to identify skill gaps and shortages, paving the way for targeted training, educational pathways, and support services. It's all about laying the groundwork for success.

Destination Management Plan

The Destination Management Plan looks at how we should manage all aspects of our district that contribute to a visitor’s experience and attract more visitors to our district. Drawing on extensive engagement with iwi, local partners, and sector stakeholders, and research by Colmar Brunton, the plan provides a strategic framework and over 60 key actions to help increase the number of visitors to the Kāpiti Coast, their length of stay and their ability to spend more while here.

Food and Beverage Game Plan

Kāpiti's Food and Beverage Game Plan is a comprehensive strategy aimed at elevating the culinary landscape of the Kāpiti Coast. Designed to celebrate the region's diverse flavours and culinary talents, this plan is all about fostering growth and innovation within the local food and beverage industry. Through collaboration, innovation, and a shared passion for great food and drink, the plan aims to position the region as a premier destination for food lovers near and far.

Wellington Regional Economic Development Plan

The Wellington Regional Economic Development Plan launched in 2022 after iwi, business groups, Te Matarau a Māui (Māori Economic Development group), sector groups, place-based groups, and all ten councils in the Wellington Region came together to create a plan to drive high-impact economic initiatives over a ten-year period. It is led by the Wellington Regional Leadership Committee.
